Corporate University models become a popular choice among big company and ministries/institutes in Indonesia in developing education systems. Technological advances, globalization, changing of core business toward knowledge and information, and performance demand force institution to change the way they work. So, form of training and skill improvement of employer have to change and improve too.
There are many reason for State Owned Company and ministries/institutions to establish Corporate University. But, to develop internal specific capability and up to date and direct impact for organization target become main reason for every one of them.
It is the same for Ministry of Finance Corporate University. Finance Education and Training Agency (FETA) transform into Kemenkeu Corporate University (Kemenkeu Corpu), had developed study models which is aligned with Corpu concept in increasing human resources in Ministry of Finance.
Building Corpu system is not an easy task. There is many challenge and time consuming.
“The most important thing is about mindset, especially for bureaucrat. How to change bureaucrat paradigm such as serviced first, why make it easy if we can make it hard, if training participant come to us directly, why through some media, etc. So the main thing is to start from ourselves,” Said Head of FETA, Astera Primanto Bhakti, in front of hundreds of civil servants and widyaiswara of Ministry of Social Affairs of Republic Indonesia.
“We as a training agency, when creating a training, we have to define the goal, budget, program and content of training. As a conventional training agency, just copied from last year program, now we can’t do that” He said.
Astera Primanto added, if training goals is to make them smarter (increasing in personal skill-red). But, when we speak as a Corpu, it is not only about to make trainee become smarter, but also how that training make organization better. Even target of training must toward organization “profit”.
Challenge about mindset must be eliminate first. Because speak as Corpu is same as speak about integrity. It need commitment from every level, from top to down, and stakeholder too. Corpu must supported by reliable information systems too. Such as FETA developing Kemenkeu Learning Center (KLC) that today contain hundreds of video contents, mostly knowledge capture about state finance. Hundreds of contents help distance learning such as online course, blended learning, and as tacit knowledge. In Corpu concept, documented knowledge is very important, because knowledge will go “in to puff” when the civil servant got promoted or transferred. Retired Faculty, Leader As A Teacher program and Community of Practice is one of many form of Kemenkeu Corpu.
Head Of FETA was specially invited as a speaker in National Training Coordination Of Social Prosperous held by Ministry of Social Affair Training Agency in February 24th in Mercure Convention Hotel, Ancol, Jakarta.
